Visiting the Technical Center


T
he William J. Hughes Technical Center, aviation's premiere research, development, engineering, test and evaluation facility, would like your visit to be most informative and enjoyable. If you have any questions that cannot be answered below please contact our Ginger Cairnes by email or call 609-485-4482.

To gain access to the Center, visitors must go to the Security Operations Center, Building 320, located near the main entrance to the Center to obtain a temporary visitor badge and parking permit. The security contractor will attempt to locate your point of contact prior to granting access.  Call (609)485-5210 for more access information.

There is a visitor shuttle van that is available. It runs from 7:00 AM until 5:00 PM Monday through Friday except holidays. The shuttle van only runs on Center and can be reached, at the request of a WJHTC employee, by calling x5-4888. The van will deliver visitors from the Security Operations Center to a point of contact and return them to the SOC. Employees may also use the shuttle.

Since the events of September 11, 2001 tours for the General Public have been limited and are available as schedules permit.

International Visitors to the WJHTC

All requestors for international visits must contact Ginger Cairnes, ginger.cairnes@faa.gov and complete the "Request for Visit by Foreign National"  form to receive proper clearance. Requests must be submitted at least two weeks in advance of intended visit. Some clearances may take up to 3 months to process due to backlogs in the clearance area.  FAA employees may access the FAA Foreign Visit on the Intraweb.

Visiting the Transportation Security Laboratory (TSL)

The Transportation Security Laboratory, TSL, Building 315, is located at the William J. Hughes Technical Center, NJ 08405.  Contact the TSL Visitor's Program Coordinator, Therese B. Brennan, at 609-813-2811, therese.brennan@dhs.gov

Once your visit has been approved, go to the Security Operations Center, Building 320, located near the main entrance, obtain a temporary visitor badge and then call the TSL Security Desk at 609-813-2804.  They will provide an escort to the TSL.

Foreign National Visitors to the Transportation Security Laboratory (TSL)

This procedure outlines the process for planning and obtaining approval for all unclassified and classified visits by non U.S. citizens (foreign nationals) to S&T facilities or to facilities where S&T funded work is being conducted (e.g., a national laboratory).  A foreign national is defined as a person who is not a citizen of the United States and includes foreign individuals living and working in foreign countries, living and working in the United States, and having permanent resident alien status.  The approval process for foreign visitors must be completed before the foreign visitor's arrival.  Typically, 20 working days are required for approval for visits not involving classified discussions and 30 working days for classified visits.  Classified visits must be covered by a visit request coordinated in advance between the foreign individual's embassy and the DHS Office of Security, an existing technical exchange agreement, or a specific international agreement.

To meet the Department’s needs while managing the risks posed by foreign visitors, the DHS Office of Security has established an interim vetting process.  The individual’s embassy or TSL host submits the DHS Science and Technology (S&T) “Foreign Visit Request” form electronically to therese.brennan@dhs.gov and cc thomas.jerdan@dhs.gov

The Office of Security will conduct various checks to provide background information on the prospective visitors(s) and potential collection threat posed to the Department.  Therese Brennan will forward the form to the Office of Research and Development (ORD) foreign Support Staff (FSS).  The DHS S&T Security Office will notify Therese, S&T International & FAA International when approved.

Hours of Operation

The Technical Center is open to the public from 8:00am to 4:00pm, Monday through Friday, except all Federal holidays.
