The Organizational Excellence Group designs and manages a strategy to retain, develop, and recruit the best available talent to support the Technical Center’s strategic direction.  The office develops policies, programs and strategies to nurture and develop a workforce capable of achieving and exceeding the desired business results.  This office translates the Center’s strategic direction into future human capital skill requirements, ensuring availability of qualified and highly-skilled personnel when needed.  In this role, our staff:

  • Establishes human capital management policy and strategy;
  • Creates cultural elements required to implement the organization’s strategy;
  • Oversees the development, implementation and management of strategic staffing plans;
  • Identifies core competencies required to achieve desired business results and develop strategic competency analysis plans;
  • Develops new recruitment strategies to support the Technical Center’s strategic direction;
  • Fosters collaborative relationships (diverse employee population, union, contractors, customers, and community organizations);
  • Establishes policies, procedures and programs to improve morale and individual performance;
  • Manage the dynamics of employee opportunities for personal and professional growth;
  • Establish health and safety policy to foster a healthy and safe workplace.

The Organizational Excellence Group  is also responsible for communicating the Technical Center’s strategic direction.  Effective communication is the cornerstone of providing good service to our internal and external customers.  The staff also ensures a consistent message reflecting the Tech Center’s strategic direction and values is communicated to Center employees, the public, Congress, and other government agencies. In this role, our staff: 

  • Provides leadership in the dissemination of consistent, timely information to internal and external customers.
  • Administers the Privacy Act and Freedom of Information Act programs for the Technical Center.
  • Administers the Community Outreach Program, the Center Visitor Program, the Speaker’s Bureau, and the Aviation Education Program.
  • Works in consonance with the Center’s Public Affairs Staff in the dissemination of information to the public.
  • Serves as communication liaison with headquarters; ensure significant, timely information is provided through such vehicles as the Significant Activities Report and Hot Topics.
  • Performs Center suspense management activities involving the coordination of actions/correspondence and the guarantee of consistency in the Center’s approach and response.
  • Ensures Center directives and comments to national directives are consistent with each other and with the Center’s strategies.

HISTORICAL RESEARCH AND COMMUNICATIONS
"Preserving Tech Center Traditions"

  The Office of Organizational Excellence is leading a project to document the achievements, history and traditions of the National Aviation Facilities Experimental Center (NAFEC), the FAA Technical Center and the FAA William J. Hughes Technical Center. Called "Preserving Tech Center Traditions," this project was initiated by the Center's Historian, in January 2005, to help the Center to begin to prepare to celebrate its 50th anniversary in July 2008. In addition to traditional historical research of paper files, research interviews of people who are associated with the Center will be conducted. As a result of this project, Tech Center history will be shared with employees and the public through communication vehicles such as the FAA aviation education program and the Tech Center Intercom.

AVIATION And Space EDUCATION PROGRAM

   The Federal Aviation Administration’s Aviation Education Program is the mechanism by which FAA fulfills our Congressional Mandate under the Airport and Airway Development Act of 1970, as amended, Section 301, PL 94-353,49 U.S.C. 1346a.
   Because the FAA’s aviation education program is core to the agency’s mission of maintaining America’s preeminence in world aviation, it is our policy to enhance our leadership position by creating aviation education programs that support the growth of aviation through public education.

COMMUNITY OUTREACH

   The Community Outreach Program is designed to raise the awareness about the Federal Aviation Administration William J. Hughes Technical Center, and to explore the potential of community partnership efforts.
   Community Outreach encompasses employees, students, corporations, educational systems/institutions, aviation users, organization leaders, representatives of the business community, and the general public.  Community Outreach also covers public and private local, state, regional, and national entities.

SPEAKERS BUREAU

   The Speakers Bureau is the Technical Center’s main communication tool with organizations and groups who want to learn more about the FAA William J Hughes Technical Center in Pomona, New Jersey.
   The Speakers Bureau also links the Technical Center to its customers; the flying public, the aviation industry, airlines, aircraft manufacturers, pilots, and other government organizations.

FAA INTEGRATED NATIONAL DIRECTORY (FIND)

   The FAA Integrated National Directory (FIND) is the replacement system for the FAA Organizational Directory Update and Maintenance System.  Our office is responsible for maintaining up-to-date data in the FIND system of employee names along with their building & routing symbols.  The most current facility names, facility codes & location tables, and regional & facility positions are also maintained in this system.

DIRECTIVES MANAGEMENT

Directives Management Web Site


Many draft directives (Orders and Notices) are routinely sent from Headquarters to the Technical Center for feedback and/or clarification prior to their final release.  Our office distributes these directives to the appropriate offices for comment, and ensures that all responses are consistent with each other and with the strategies of the Technical Center.
The Directive Management Officer (DMO) coordinates this information and prepares the Clearance Record form for ACT-1’s signature, which is then forwarded to the Office of Primary Responsibility (OPR) at FAA Headquarters.
 

    Internal draft directives from Technical Center staff and Division offices are processed through the DMO.  Clearance Record forms are used to document coordination and review by each appropriate office to ensure that the directives are consistent with other applicable Federal, FAA, and Technical Center directives.  The DMO works with the Office of Primary Responsibility (OPR) to prepare a final consolidated package with all comments, responses, final revisions and Clearance Record forms.  The DMO performs a final administrative review of all Orders and Notices, including supplements and changes and prepares a final version along with the Clearance Record form for ACT-1's signature.  

    Once a directive is signed, it is posted in an electronic format on the ACT Library web site: http://actlibrary.tc.faa.gov, under ACT Policy Directives, and an email message is sent to every employee announcing the posting.  Eventually, every Technical Center Directive will be posted electronically for easy access.

    In addition to the ACT Library web site, FAA has a national Directives Management Information System (DMIS), which is the official data base for maintaining a log of all FAA directives.  It also contains historical data of previously canceled directives.  To access the DMIS, either click on the DMIS link in the left column, or go to http://dmis.faa.gov.  You are given several options for accessing the data.

FORMS MANAGEMENT

Forms Management Web Site


  Our office provides assistance to all staffs and divisions to update and improve Technical Center forms.  A form used by more than on office or by the public will not be reproduced unless instructions are contained in an FAA directive (in accordance with FAA Order 1330.1A).  When such forms are revised, the prescribed directives will be reviewed and revised as required.  We make recommendations and coordinate any changes with the graphics and print shop specialists to redesign and produce new forms, as required.

ORGANIZATIONAL MANAGEMENT

  Our office provides editorial assistance to all Technical Center offices with their re-organizational change requirements and associated Determination Orders, organizational charts, new mission and function statements, organizational Expenditure Code Approval and Maintenance Request Form submissions, etc.  Changes to FAA Order 1100.5C, Chapter 16, are coordinated by our office whenever division level and above reorganizations are made.  Changes to TC Order 1100.7 are coordinated by our office whenever reorganizations are made below division levels.

FREEDOM OF INFORMATION ACT

   The Freedom of Information Act (FOIA), enacted in 1966, established a statutory right of access to agency records, unless those records are specifically exempted from disclosure or specifically excluded in the FOIA.  The Department of Transportation, Federal Aviation Administration’s policy is to make information available to the public to the greatest extent possible.
   All FOIA requests for records at the William J. Hughes Technical Center should be forwarded to:  

            FOIA Coordinator

            Atlantic City International Airport, NJ  08405  

   A FOIA request may be made by any person, which encompasses individuals (including foreign citizens), partnerships, corporations, associations, and foreign and domestic governments.  The request must be in writing, and should thoroughly describe the record(s) being sought.
   The requester is assessed a fee for processing FOIA requests as prescribed by regulation.  The fee categories are: 

1) Commercial
2) Educational or noncommercial scientific institutions
3) News media
4) All other requests  

   The agency does not have the authority to waive or reduce the fees for processing a FOIA request unless the statutory fee waiver requirements have been met.
The law requires an initial determination, regarding the release of the records, be made within 20 working days from the date the request is received by the appropriate FOIA office of the agency in possession of the records.

   Our office prepares internal communications material, including white papers, briefing materials, speeches, etc. for Strategic Leadership Team (SLT) members.  Our office also drafts communications bulletins, significant activity reports, and various other documents to keep employees informed of current issues at the Technical Center.

PRIVACY ACT

   The United States Congress has been concerned that the privacy of individuals has been endangered by the increasing use of computers and sophisticated collection and dissemination of information technology by Federal agencies.  The Privacy Act provides specific safeguards for individuals against unwarranted invasions of privacy by requiring all Federal agencies to adhere to certain standards for collecting, maintaining, using, and/or disseminating information of a personal nature about individuals.
