FAA Participates in the USDA Graduate School’s Executive Leadership Program
By Tammy J. Lusk, Esq.
In August 2007, 13 Technical Center employees along with 18 national FAA employees were selected for participation in the USDA Graduate School’s Executive Leadership Program (ELP). The ELP is a nine-month nationwide program for individuals at the GS 11-13 levels who demonstrate potential for senior leadership positions. ELP provides residential training, developmental work experiences, needs assessment and career planning tailored to the federal environment; providing the participants with skills, experience and exposure to help move them to a higher level.
The core curriculum of the Executive Leadership Program is delivered during four residential seminars with classes based on the U.S. Office of Personnel Management's Leadership Effective Framework (LEF), a model for effective leadership/managerial performance to acquire or enhance the LEF competencies needed to become a successful government leader and manager. Each participant must develop a Leadership Development Plan to serve as a roadmap for their development. An individual needs Assessment is also performed to assess the participant’s level of leadership and managerial skills.
Each participant must complete book reviews, conduct interviews with management officials or executives, complete a week long Shadow Assignment, a 60 day work detail, and also work as a team to complete a group research project and presentation.
Finally, the participant prepares a paper discussing their experiences during the program year and how those experiences will impact their career goals.
