DIRECTIVES MANAGEMENT

    Many draft directives (Orders and Notices) are routinely sent from Headquarters to the Technical Center for feedback and/or clarification prior to their final release.  Our office distributes these directives to the appropriate offices for comment, and ensures that all responses are consistent with each other and with the strategies of the Technical Center.
The Directive Management Officer (DMO) coordinates this information and prepares the Clearance Record form for signature, which is then forwarded to the Office of Primary Responsibility (OPR) at FAA Headquarters.
 

    Internal draft directives from Technical Center staff and Division offices are processed through the DMO.  Clearance Record forms are used to document coordination and review by each appropriate office to ensure that the directives are consistent with other applicable Federal, FAA, and Technical Center directives.  The DMO works with the Office of Primary Responsibility (OPR) to prepare a final consolidated package with all comments, responses, final revisions and Clearance Record forms.  The DMO performs a final administrative review of all Orders and Notices, including supplements and changes and prepares a final version along with the Clearance Record form for signature.  

    Once a directive is signed, it is posted in an electronic format on the Library web site: http://actlibrary.tc.faa.gov, under ACT Policy Directives, and an email message is sent to every employee announcing the posting.  Eventually, every Technical Center Directive will be posted electronically for easy access.

    In addition to the Library web site, FAA has a national Directives Management Information System (DMIS), which is the official data base for maintaining a log of all FAA directives.  It also contains historical data of previously canceled directives.  To access the DMIS, either click on the DMIS link in the left column, or go to http://dmis.faa.gov.  You are given several options for accessing the data.

FORMS MANAGEMENT

    Our office provides assistance to all staffs and divisions to update and improve Technical Center forms.  A form used by more than on office or by the public will not be reproduced unless instructions are contained in an FAA directive (in accordance with FAA Order 1330.1A).  When such forms are revised, the prescribed directives will be reviewed and revised as required.  We make recommendations and coordinate any changes with the graphics and print shop specialists to redesign and produce new forms, as required.

ORGANIZATIONAL MANAGEMENT

    Our office provides editorial assistance to all Technical Center offices with their re-organizational change requirements and associated Determination Orders, organizational charts, new mission and function statements, organizational Expenditure Code Approval and Maintenance Request Form submissions, etc.  Changes to FAA Order 1100.5C, Chapter 16, are coordinated by our office whenever division level and above reorganizations are made.  Changes to TC Order 1100.7 are coordinated by our office whenever reorganizations are made below division levels.
