Mission, Vision and Values of the Technical Center

Invitation to all Employees

You may have read in the Sept/Oct 2002 Technical Center Intercom that five bold steps have been initiated in connection to the reorganization and the Balanced Scorecard.  One of those bold steps is to have all employees know and understand the Vision, Mission, and Values (VMV) of the William J. Hughes Technical Center, and to involve all employees in achieving the VMV.

To reach the desired end state, the VMV must be shared, understood, and supported by all. Everyone must be able to see his/her part. We need your input to make this happen.  Please kindly review the attached VMV and visualize yourself and your job, and how you personally fit into achieving the VMV.

Since the purpose of this invitation is to provide a way to exchange ideas, we encourage you to tell us how you work to make the VMV a reality. We will be featuring articles about employees and their role in achieving the VMV at the Tech Center News and the Intercom.  Please send all thoughts to the Bold Step Team at:Carolyn.Pokres@faa.gov.

Achieving the Technical Center’s Mission, Vision and Values

Any organization can have a vision, mission and values, but none can achieve them without the support of its people – all of its people. From the janitors to the Tech Center director to the secretaries to the division managers to the engineers to computer operators, everyone needs to be working to make the vision, mission and values come to fruition. Each month we will spotlight an employee that is working to this end. This month is Jay Fox who is diversity advocate for Outreach and Recruitment.

“My official title is the diversity advocate for Outreach and Recruitment for ARA.  In essence, I am a recruiting officer for all of ARA. The position is a one-year full-time detail from my employment as an agency counsel with the Center Counsel’s office here at the Tech Center.

My job is to assist in the process of providing a diverse pool of qualified applicants for open positions within ARA. At the same, I am tasked with increasing diversity through special emphasis programs, special hiring authorities, and the intern program through Minority Serving Institutions. Three other advocates for Outreach and Recruitment assist this effort on ten percent collateral details. Since our National Airspace System is a reflection of our country, the employees supporting the Tech Center’s mission should reflect the diversity of our country, as well. Thus, I have accepted the challenge helping recruit employees who will assist in helping the Technical Center fulfill its mission and vision.

One of my goals is to act as a bridge or focal point between the manager seeking qualified applicants, and the myriad of organizations out there in contact with individuals interested in the announced (or soon to be announced) positions. These organizations include special emphasis program managers, employee coalitions, institutions of higher learning, etc. Additionally, I look to network with the various professional organizations to specifically identify experienced people looking for mid-level and senior opportunities in ARA. All outside contacts are coordinated with Human Resources (ACT-10).

In my mind, to become an employer of choice, management and employees must collaborate to recruit successfully. So my ultimate role is to be a facilitator in that process, while “pounding the pavement” for qualified applicants myself. And for anyone interested in participating in that process, I am based at the Tech Center, so I am just a phone call or email away.”
